The law was recommended by the 9/11 Commission, which found that “identification [is] the last opportunity to ensure that people are who they say they are and to check whether they are terrorists.” As a result of this report, and the reliance that anti-terrorism checkpoints place on personal ID, Congress passed a law to update the patchwork quilt of standards across America.
And yet, the reason that the Fatherland  Homeland Security was created, was because the agency had the databases tracking the terrorists, but wouldn't share them with each other. Several of the agents in the CIA had pointed numerous times that folks like Muhammad Atma

The hijackers in the September 11 attacks were 19 men affiliated with al-Qaeda. 15 of the 19 were citizens of Saudi Arabia.[1] The others were from the United Arab Emirates (2), Egypt and Lebanon. The hijackers were organized into four teams, each led by a pilot-trained hijacker with three or four "muscle hijackers" who were trained to help subdue the pilots, passengers, and crew.

The first hijackers to arrive in the United States were Khalid al-Mihdhar and Nawaf al-Hazmi, who settled in the San Diego area in January 2000. They were followed by three hijacker-pilots, Mohamed Atta, Marwan al-Shehhi, and Ziad Jarrah in mid-2000 to undertake flight training in south Florida. The fourth hijacker-pilot, Hani Hanjour, arrived in San Diego in December 2000. The rest of the "muscle hijackers" arrived in early and mid-2001. They had taken classes to learn how to fly the planes properly.

On May 17, Mohamed Atta applied for a United States visa, receiving a five-year B-1/B-2 (tourist/business) visa the next day from the United States embassy in Berlin. Because Atta had lived in Germany for approximately five years, along with his "strong record as a student", he was treated favorably and not scrutinized.[56]
And yet, if your on the Terrorist List, you can still purchase a gun, so really, maybe it's not that we need another 'national database' but rather the people who have them should actually PAY ATTENTION. How many times has Tracyanned noted that the 'datebases' the NSA and their English cousins did nothing to show us actually terrorists?
