Superb question p8. In my opinion, the answer is, at the age of enlightenment. "... government governs best that governs least" Ronald Reagan, and many others vastly less hypocritical

No.
I am flattered and appreciate your inquiry Druid.
But though a residence, my tower is commercial style construction. It's concrete block walls, steel bar joist supports (including cantilevered deck), and steel reinforced concrete floors.

My insulation is extruded polystyrene.
Chemically it's the same stuff they make those plastic coffee cups out of. But those plastic coffee cups are compressed beads. Extruded polystyrene isn't compressed beads. It's on[e] solid slab. In my case, it's either one inch thick 4' X 8', or 3" thick 2' X 8'.

I don't know what the R value is for blown in cellulose insulation. My objection to it is, over time, it compresses. So no matter how good it is, over time, it'll only get worse.

In contrast, extruded polystyrene is one of the few insulation materials that is certified in [construction] code for below grade applications.
It's R value is R-5 per inch, pretty good.
And provided it's in the dark (out of reach of sunlight), it's amazingly durable. As a closed cell foam, it's excellent flotation material.
I've considered making a floating dock with it, in my pond.
