"Design? Not Arbitrary? That's exactly the words used by theologians to put forward an argument for a creator of the universe. But why do you say design? Why aren't the laws arbitrary, in your opinion? Why shouldn't they work another way? They could. We might not exist in such a universe to see it though. That's a situation of apparent design. Look at the anthropic principle. There could be any number of universes with different physical laws (within the bounds of the theories by which we understand those laws - I'm sure there's only so many ways superstrings can vibrate) but we are in a 'goldilocks' universe because if this universe wasn't suitable for carbon based life we wouldn't be in it to observe it!"

design is design. you use the term apparent design because it makes you deny some entity called GOD. That is your problem not mine. I see that there are laws of nature, they are not arbitary. You can define them by mathematics. They may change in the future I dont care. I am saying these laws can be derived from a set of another laws which are more fundemental. There may be other theories fior that, this one is mine. You can believe any one you want.

You can say the purpose of the Laws of United States is to satisfy the constitution. Does that imply GOD , I dont think so. There are laws and there may be implied or explicit specification for thes lasw that they are derived to satisfy.
I am trying to find this spec, because it will explain why the laws are what they are.
